About the Department of Planning

The Department of Planning is the City agency entrusted with guiding the physical development of the City of Baltimore. The Department staffs three Mayoral-appointed City commissions:

  • Planning Commission
  • Commission for Historical & Architectural Preservation (CHAP)
  • Sustainability Commission

This Department of Planning has five divisions within the Department, in addition to the Office of the Director, each with its special focus in support of the mission and the Commissions we serve.

  • Historical and Architectural Preservation

Our Department is currently renewing our focus on equity, as well as public engagement. In 2016, staff developed an Equity Action Plan for the Department. This plan identified five goals to advance equity throughout our projects and planning processes. 

A core goal of this plan is to improve Agency wide communication strategies in order to increase transparency and repair trust between the Agency and City residents. This site is an outgrowth of this goal – it seeks to elevate the ability of community members to participate in the public processes around planning, policy and urban development and to elevate equitable public engagement as a major goal for the Department of Planning.
